The Committee considered the reply dated 20.12.2007  in response to ERC letter of intent  dated 14.12.2007  along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that Final notice may be issued giving 30 days time with a direction to the institution to comply the following deficiencies :

  1. Principal is not qualified as having less than 55% marks in B.Ed.
  2. Building Plan is not clear whether it is approved by competent authority.
  3. Experience certificates issued by two colleges, one in Orissa and the other from Greater Noida(UP), which needs clarification. 
  4. Downloaded copy of staff details & Affidavit is not submitted. Website contains old affidavit. Proper Affidavit to be uploaded.

The Committee considered the reply dated 15.3.2008  in response to ERC letter of intent dated 19.2.2008  along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that notice may be issued giving 30 days time with a direction to the institution to comply the following deficiencies :

  1. Principal is not qualified as not having B.Ed.
  2. Out of seven teachers, one teacher is qualified but appointed on part-time basis, which is not acceptable as per NCTE norms.
  3. Website is found updated, but the institution is required to appoint qualified Principal and put details in their website and submit a downloaded copy.

The Committee considered reply dated 17.03.2008 in response to ERC Notice under 7(12) of Regulations, 2007 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that recognition order under Clause 7(11) of new regulations, 2007 for B.Ed. course with an annual intake of 100 (one hundred) from the session 2008-2009 may be issued along with a letter to the institution to submit the following within 30 days of issue of the letter:

  1. Website as claimed by institution is not launched.
  2. Staff list with their photographs & affidavit duly downloaded from their website is to be submitted as required under NCTE Regulations.

The Committee considered the reply dated 10.3.2008 in response to ERC final notice dated 19.2.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that recognition to B.Ed. course of the institution be refused for the following reasons:

  1. Total area and built up area is less than the requirement of NCTE norms.
  2. Appropriate Building completion certificate is not submitted.

Atbati Sarada Primary Teachers’ Training Institute, Vill/PO – Atbati, PS-Egra, Dist.–Purba Medinipur, West Bengal (PTT) (Private)  (West Bengal Board of Primary Education) Code No.APE00701.

The Committee considered the reply 13.2.2008 in response to ERC letter dated 13.12.2007 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that recognition to P.T.T. (D.Ed.) course of the institution be refused for the following reasons:

 

  1. Principal is not qualified as she is not in possession of experience in ETTI.
  2. Five teachers are not qualified as per NCTE norms.
  3. Staff list and affidavit are not uploaded in their website and its downloaded copies not submitted as per NCTE Regulations.

The Committee considered the reply date 6.3.2008 in response to ERC final notice dated 13.2.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that recognition to P.T.T. (D.Ed.) course of the institution be refused for the following reasons:

  1. The institution has not submitted the fresh list of teaching staff.
  2. Staff list not submitted so as to ascertain           whether they are qualified or not. However, as per old list Principal and 5 teachers are not qualified as per NCTE norms.
  3. Staff list with their photographs & affidavit duly downloaded from their website not submitted as required under NCTE Regulations.

Loyola College of Education, Namchi, South Sikkim, Sikkim - 737126 (Private) (M.Ed.-additional course) (North Bengal University) (Code No. APE00694)

The Committee noted that reply in response to ERC notice dated 16.2.2008 is awaited and considered the relevant documents available in institution file, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that permission to M.Ed. course of the institution be refused for the following reasons:

  1. The institution has not submitted any reply in response to Notice issued by ERC dated 16.2.2008.
  2. As per list submitted, Teachers at Sl.1 and Sl.2 should be on contract basis.
  3. Out of three lecturers one lecturer at Sl.5 is not qualified as per NCTE norms.
  4. Certificates of the teachers are not enclosed with the prescribed list.
  5. Building completion certificate not submitted.
  6. Website is found but affidavit of land is not uploaded.

The Committee noted that this application is pertaining to the year 2004 and reply in response to ERC Notice dated 16.2.2008 is awaited.  The Committee considered the relevant documents available in institution file, NCTE Act, Regulations and guidelines of NCTE published from time to time, summary report of Sub-Committee and decided that permission to M.Ed. course of the institution be refused for the following reasons:

  1. The institution has not submitted the fresh list of teaching staff. 
  2. No reply in response to ERC Notice dtd. 16.02.2008 has been received.
  3. List of teachers is not in proper proforma, hence qualification cannot be ascertained.
  4. Separate teachers list for B.Ed. and M.Ed. in prescribed proforma not submitted.
  5. Approved building plan along with the completion certificate from the competent authority of the State Govt. not submitted.
  6. Details of website in Mandatory Disclosure Format not submitted.
  7. The institution has not submitted affidavit on Rs.100/- stamp paper in prescribed format.
