The 100th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was held on 26th – 28th August, 2009 at Conference Hall, ERC, NCTE, Bhubaneswar, Orissa.

The Sub-Group of the Eastern Regional Committee perused & considered all the cases and as per the recommendations made by the Sub-Group, the Eastern Regional Committee considered & decided the following matters/cases as per the proceeding noted below:-

Letter received from Hqrs. vide No. F.No.91-4/2007/NCTE/Apeal dated 21.08.2009 is placed on the table. “Annexure-1”		 The Committee noted the direction of the NCTE Hqrs. and decided that office of the ERC may initiate to process the cases as per the NCTE Hqrs. direction.
ER – 100.3(II) Review Cases
ER-100.3(II).1 Licchavi College of Teacher’s Training, Vill – Dighi Kalan, Po – Dighi Kalan, Ps – Hajipur Sardar, Taluka-Hajipur, Dist – Vaishali, Bihar – 844101 (B.Ed.) (B.R. Ambedkar University) (Code No. APE00895) The Sub-group scrutinize the case alongwith all facts & communication in detail, NCTE Act, Regulations and guidelines of NCTE published from time to time and made the following recommendations:-
“The total area is as per the NCTE norms (2662 sq. meters). The built up area (1528 sq. meters) in total is also a per the NCTE norms on one side of the village road and on other side remaining land is located – a village road between these two pieces of the land. As such there is no problem in the entire land building requirement as per the NCTE norms.
As such the sub-group decided that the earlier decision of ERC to grant recognition under section 7(11) is reconfirmed”. The Committee decided to accept the recommendation of the Sub-group and reconfirm its decision to grant recognition to the institution as per decision taken at 99th ERC meeting held on 26th-28th July, 2009. Therefore, directed that Order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. Course from the session 2009-2010 be issued immediately.
ER-100.3(II).2 Jharkhand Teachers’ Training College, Rajgaria Road, Near Mahadeo Modi Mandir, Jhumri Teliya, Dist-Koderma, Jharkhand-825409 (B.Ed.) (Private) (Vinoba Bhave University, Hazaribag) (Code No. APE00746) The Sub-group scrutinize the case alongwith all facts & communication in detail, NCTE Act, Regulations and guidelines of NCTE published from time to time and made the following recommendations:-
“On scrutiny of the records that Plot No., Building Completion Certificate and Affidavit are same. The schedule of the lease documents also shown the same plot. Keeping in view all the complaints and facts available on the file, the Sub-group decided to reconfirm its decision to grant recognition under section 7(11) to the institution.” The Sub-group also recommended that:-
“In view of the frequent complaints coming up against the institution, the Committee decided that there is need for inspection under Section 17 after one year of operation of the institution.”
The Committee decided to accept the recommendation of the Sub-group and reconfirm its decision to grant recognition to the institution as per decision taken at 99th ERC meeting held on 26th-28th July, 2009. Therefore, directed that Order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. Course from the session 2009-2010 be issued immediately.
ER-100.3(II).3 North Malda Teacher’s Education College, Vill- Taltala,Po- Gazole, Town – Malda Town, Dist- Malda, West Bengal – 732124 (B.Ed.) (Private) (University of Gourbanga) Code No.APE01011 The Sub-group scrutinize the case alongwith all facts & communication in detail, NCTE Act, Regulations and guidelines of NCTE published from time to time and made the following recommendations:-
“Considering the overall assessment of the Visiting Team, building completion certificate & affidavit which indicated completion of the building as per the NCTE norms. The Committee may accord grant of recognition.”
As such the sub-group decided that the earlier decision of ERC to grant recognition under section 7(11) is reconfirmed”.
The Committee decided to accept the recommendation of the Sub-group and reconfirm its decision to grant recognition to the institution as per decision taken at 99th ERC meeting held on 26th-28th July, 2009. Therefore, directed that Order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. Course from the session 2009-2010 be issued immediately.

(Private) (Vinoba Bhave University) Code No. APE00963 The Committee considered the reply dtd. 12.08.2009 received in this office on 17.08.2009 in response to ERC Notice dated 31.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. Course from the session 2009-2010 may be issued.
ER-100.4 (I).2 Jalpaiguri Dooars Primary Teacher Training Institute, Vill.- Ghagra, Po.- Alipurduar, Dist.- Jalpaiguri, West Bengal- 736 121 (PTT) (Private) (West Bengal Board of Primary Education Code No.APE00763 The Committee considered the reply dtd. 07.08.2009 and 19.08.2009 received on 17.08.2009 and 20.08.2009 in response to ERC Notice dated 31.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to P.T.T. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Principal appointed by the institution is not qualified as per the NCTE norms.
  2. Three teachers namely Anup Kumar Berma and Pranab Dey and Sagnik Das are also found serving in other institution namely “Narasinghpur PTTI, West Bengal”
ER-100.4 (I).3 Kalna Primary Teachers’ Training Institute, At – Panduah Road, PO – Kalna Dist – Burdwan, West Bengal – 713 409 (D.Ed.) (Private) (West Bengal Board of Primary Education) Code No.APE00691 The Committee considered the reply dtd. 13.08.2009 and 19.08.2009 in response to ERC Notice dated 04.08.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided to reconfirm its decision to grant recognition to the institution as per decision taken at 99th ERC meeting held on 26th-28th July, 2009. Therefore, directed that Order under Clause 7(11) of Regulations, 2007 for annual intake of 50 for D.Ed. Course from the session 2009-2010 may be issued.
ER-100.4 (I).4 Khawaja Shahid Hussain Primary Teacher’s Training College, Nista, Po – Baghwa, P.S. – Balia Beldwn, Dist – katihar, Bihar – 854317 (PTT) (Private) (Bihar School Examination Board) Code No. APE00707 The Committee considered the reply dtd. 22.08.09 received in this office on 24.08.09 in response to ERC notice dated 04.08.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to P.T.T. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Principal & two teachers are not qualified as per the NCTE norms. Affidavit Rs. 100/- regarding selection committee submitted by the institution not submitted in the prescribed format and affidavit Rs. 10/- stamp paper regarding details of teaching staff are also not submitted. The institution submitted the bio-data format in which Rs.15/- stamp affixed which is not as per the prescribed format.
  2. Library does not have adequate books, information not available in seating capacity in the library .
  3. The institution does not have laboratories.
  4. Language learning lab not available
  5. FDR of Rs. 3 lakhs not submitted by the institution.
  6. On verification of the website it is found that the website of the institution is not functioning as per NCTE Regulation. The institution has also not submitted the downloaded copies of the Website.

 Vinoba Bhave University, Vill- Hazaribagh, Po- Sindoor, Dist- Hazaribagh, Jharkhand – 825301 (M.Ed.) (Dept. of University) (Viniba Bhave University) Code-APE01043 The Committee considered the reply dtd. 27.07.2009 received in this office on 20.08.2009 in response to ERC Notice dated 04.08.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and noted that all teachers & H.O.D. are qualified. Teaching staff list is countersued by the Registrar. Therefore, decided that Order under Clause 7(11) of Regulations, 2007 for annual intake of 25 for M.Ed. Course from the session 2009-2010 may be issued.

(Private) (North Bengal University) Code No.APE00889 The Committee considered the reply dtd. 18.08.2009 received on 20.08.2009 in response to ERC Notice dated 05.08.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
(i) Principal is not qualified as per the NCTE norms.
ER-100.6 (I).3 State Council of Educational Research & Training, Vill – Patna City, Po – Mahendru, St. – Ashok Rajpath, City – Patna, Dist – Patna, Bihar – 800006. (D.Ed.) (Distance Mode) (Govt.) (Bihar School Examination Board) Code No. APE00980 The Committee noted that no reply received in response to letter of consent dt. 15.05.2009. The Committee considered the other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time. The Committee noted that the institution has not complied with the following deficiencies pointed out from time to time:- The institution has not submitted the following documents
  1. The institution submitted an application form in Old format, which is unsigned. So, three sets of application form in prescribed format duly signed and giving complete details not submitted.
  2. Certified copies of ownership/Lease documents of land in favour of the institution where the proposed B.Ed. Course will be opened alongwith English version of Land document duly notarized not submitted as per para 8(7).
  3. As per affidavit information regarding col. 5 & registered in the office of not given. So Fresh affidavit on Rs. 100/- stamp paper in clearly given the information not submitted.
  4. Building Completion Certificate where the proposed B.Ed. Course will be opened with Plot No., Khata No, built –up area, Khesera No. from the Competent State Govt. Authority not submitted.
  5. Approved Building Plan where the proposed B.Ed. Course will be opened with Plot No., Khata No, built –up area, Khesera No. from the Competent State Govt. Authority not submitted.
  6. As per the list in VTR File the institution has not appointed one reader at Hqrs. level.
  7. Affidavit Rs. 100/- regarding selection committee and affidavit Rs. 10/- stamp paper regarding details of teachers not submitted.
  8. Non teaching administrative supporting staff not given.
  9. List of Physical Education, Art, Work Experience, IT Literary not given.
  10. Details of infrastructure and instructional facilities in Study Center not provide.
  11. Certificate from the Govt. regarding infrastructure & instructional facilities as per the NCTE Norms.
  12. A certificate to the effect that the learning material developed by the institution is approved by DEC not submitted.
In view of the above the Committee decided that recognition to D.Ed. course of the institution be refused u/s 14 (3) (b) for the reasons mentioned above.
ER-100.6 (I).4 Govt. Teacher Training College, Ghantaghar, Po – Bhagalpur, Dist – Bhagalpur, Bihar – 812001 (B.Ed.) (Govt.) (T.M.Bhagalpur University.) Code No. APE00690 The Committee noted that no reply received in response to notice dt. 04.08.2009. The Committee considered the other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time. The Committee noted that the institution has not complied with the following deficiencies pointed out from time to time:-
  1. As per the list in VTR File the institution has not appointed requisite number of teaching staff qualified as per NCTE norms because Principal is not qualified
  2. Affidavit Rs. 100/- regarding selection committee and affidavit Rs. 10/- stamp paper regarding details of teachers not submitted.
  3. Language learning lab not available.
  4. Library needs updating.
  5. An affidavit on Rs. 100/- stamp paper in prescribed format not submitted.
  6. Building Completion Certificate with plot No., Khata No., Khesera No., total area and built up area from the competent State Govt. authority not given.
  7. Approved Building Plan with plot No., Khata No., Khesera No., total area and built up area from the competent State Govt. authority not given.

In view of the above the Committee decided that recognition to D.Ed. course of the institution be refused u/s 14 (3) (b) for the reasons mentioned above.
ER-100.6 (I).5 Department of Education, Jadavpur University, Street Numbar-188, Vill- Kolkata, Po- Jadavpur University, Dist- South 24 Parganas, West Bengal (B.Ed.) (University Deptt.) (Jadavpur University) Code No.APE01117 The Committee considered the reply dtd. 10.08.2009 received on 17.08.2009 in response to ERC Notice dated 06.08.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time. The Committee also considered the letter from the Registrar of the University. The appointment of teachers are on temporary basis which does not fulfill the requirement as per the NCTE norms and, therefore, decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b).

(Private) (Calcutta University) Code No. APE01035 The Committee considered the reply dtd. 17.08.2009 received on 20.08.2009 in response to ERC Notice dated 31.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Principals experience is not as per NCTE norms.

Code No. APE001118 The Committee noted that no reply received in response to Notice dt. 04.08.2009 The Committee considered the other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  • As per the VT Remarks Infrastructural facilities not adequate. As per the VT Remarks “The space is not adequate”. However the managing committee has agreed to go for hiring accommodation till the completion of the second floor of the building, the instructional facilities such as library, laboratory, furniture, computers, teaching learning aids are available which is not adequate as per the NCTE norms. The Managing Committee has also agreed to procure all such materials adequately after obtaining recognition/permission from NCTE which is also not as per NCTE Act, Rule and Regulations.

(i) Three teachers namely Anup Kumar Barman and Pranab Dey and Sagnik Das are also found serving in other institution namely Jalpaiguri Dooars PTTI, West Bengal.

(Private) (West Bengal State university) Code No. APE01182 The Committee considered the reply dtd. 18.08.2009 and 20.08.2009 in response to ERC Notice dated 31.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Principal’s experience as guest lecturer is not acceptable as per the NCTE norms.
  2. The institution has not uploaded the individual affidavit regarding teaching staff etc. and details of land & building as per the NCTE Rules & Regulations.
ER-100.6 (II).8 Baliapur Institute of Technology, Vill- Samlapur, Po- Sindri, Dist- Dhanbad, Jharkhand – 828122 (B.Ed.) (Private) (Vinoba Bhave University) Code No.APE01113 The Committee considered the reply dtd. 19.08.2009 received on 21.08.2009 in response to ERC Notice dated 31.07.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Land documents are in favour of individual. i.e. Director and Chairman of the Society which is not as per the NCTE Rules & Regulations.
  2. The Total area and Built up area not mentioned in the Building Completion Certificate.
  3. (Some of the Plot Nos given in the land documents are not the same as given in the affidavits.
  4. As per application institution is running other courses (Technical) and a Public School as it is also clear for the name.
  5. In the institution website the affidavit of Rs. 100/- stamp paper regarding land and Affidavit of 100/- stamp paper regarding selection committee are not displayed. It only displays the Mandatory Disclosure format and affidavit of Rs. 10/- regarding teaching staff etc.
ER-100.6 (II).9 Anand Shanker Rotary B.Ed. College, Vill- Chainpur, Po- Chainpur, City- Daltonganj, Dist- Palamu, Jharkhand (B.Ed.) (Private) (Ranchi University, Ranchi) Code No. APE00964 The Committee considered the reply dtd. 19.08.2009 received in this office on 21.08.2009 and letter dt.24.08.2009 received in this office 25.08.2009 another letter dt.25.08.2009 received in this office on 25.08.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed. Course from the session 2009-2010 may be issued.
ER-100.6 (II).10 Vayam Institute of Teacher Education, Vill – Khedalpur, Po – Bihta, Tehsil – Danapur, Dist – Patna, Bihar – 801103 (B.Ed.)(Private) (Magadh University) (Code No. APE00930) The Committee considered the reply dtd. 17.08.2009 received in this office 21.08.2009 in response to ERC Notice dated 04.08.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Building completion submitted by the institution not countersigned by the competent authority.
  2. A retired person has been appointed as a Principal, which is not as per NCTE Norms. Experience Certificate of the Principal not given. Committee may verify on the basis of NCTE Rules & Regulations. Hence Requisite no. of teaching staff not appointed as per NCTE Norms.
  3. Downloaded copies regarding affidavit Rs.10/- and 100/- stamp paper not submitted.
  4. Presently the institution submitted a building plan in which the built up area is 1505.42 Sq. Mtr, which appears to be tampered. Total area not given and also not approved by Govt. Engineer.
  5. As per the VT Report building is on finishing stage not as per para 8(10) of the Regulation.
  6. On seeing of the website it is found that affidavit Rs. 10/- and Rs. 100/- stamp paper are not available in the website which is not as per NCTE Regulation.
ER-100.6 (II).11 Govt. DAV Secondary Training School, Kalinga, Vill- Kalinga, Po- Kalinga, Dist- Kandhamal, Orissa (ETE) (Govt.) (Board of Secondary Education Orissa) Code No.APE00956 The Committee considered the reply dtd. 21.08.2009 received in this office 24.08.2009 in response to ERC Notice dated 05.08.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time. The Committee also considered the availability of the requisite no. of teachers as required as per the NCTE norms and also keeping in view the specific commitment by the Director, TE & SCERT, Orissa decided that Order under Clause 7(11) of Regulations, 2007 for annual intake of 50 for ETE (D.Ed.) Course from the session 2009- 2010 may be issued.

College, Vill- Bisa, PO- Gatalsud., Town/Dist- Ranchi, Jharkhand – 835103 (B.Ed) (Private) (Ranchi University) Code No.APE00989 The Committee considered the reply dtd. 17.08.2009 received in this office on 24.08.2009 in response to ERC Notice dated 04.08.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. (As per the CD submitted by the V.T., the building of the institution is under construction which is not as per the NCTE norms.
  2. Negative Recommendation received from State Govt.
  3. As per the VT Building under construction partly.
  4. As per Para 8.10 of regulation at the time of inspection the building complete in the form of a permanent structure.
  5. Downloaded copies from the website not submitted. The institution not submitted the website address.
  6. Experience Certificate of the Principal is not as per the NCTE norms. In the list of teaching staff two teachers not mentioned their percentage of marks.

(Under Section – 15) (Ranchi University) Code No. APE01042 The Committee considered the reply dtd. 18.08.2009 received in this office on 21.08.2009 in response to ERC Notice dated 31.08.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 15 (3) (b) for the following reason:
  1. The list of teaching staff submitted by the institution not in a prescribed format. Requisite no. of teaching staff qualification has not been appointed as per NCTE Norms.
