The 102nd Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was held on 10th – 11th November, 2009 at Conference Hall, ERC, NCTE, Bhubaneswar, Orissa.

The Sub-Group of the Eastern Regional Committee perused & considered all the cases and taking into consideration the recommendations made by the Sub-Group, the Eastern Regional Committee considered & decided the following matters/cases as per the proceeding noted below:-

ER – 102.4(I).1 Gobindapur Sephali Memorial PTTI, Vill- Gobindapur, Po- Keleti, Dist- Burdwan, West Bengal (PTT) (Private) (West Bengal Board of Primary Education) Code No. APE00772 The Committee considered the reply dt. 22.10.2009 received on 26.10.2009 in response to ERC Letter of Intent dt. 14.10.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Order under Clause 7(11) of Regulations, 2007 for annual intake of 50 for PTT (D.Ed.) Course from the session 2009-2010 as per the NCTE Regulation` 2007 in view of the NCTE Hqr. direction thereof.

(Private) (Nagaland University) Code No.APE01152 The Committee noted that no reply has been received in response to ERC Acceptance letter dt. 26.10.2009 and considered along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that the Visiting Team may be sent after receiving the consent of the institution for inspection of the infrastructure & instructional facilities provided for running the proposed teacher education programme as per the NCTE norms.

(Bihar Intermediate Education Council, Patna) Code No. APE00792 The Committee noted that no reply has been received in response to ERC Acceptance letter dt. 26.10.2009 and considered along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that the Visiting Team may be sent after receiving the consent of the institution for inspection of the infrastructure & instructional facilities provided for running the proposed teacher education programme as per the NCTE norms.
ER – 102.4(I).7 Patel College of Education, St. Jehanabad, Vill – Patel Nagar, Dist – Jehanabad, Bihar – 808408 (B.Ed.) (Private) (Magadh University) Code No. APE00959 The Committee noted that no reply has been received in response to ERC Acceptance letter dt. 24.10.2009 and considered along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that the Visiting Team may be sent after receiving the consent of the institution for inspection of the infrastructure & instructional facilities provided for running the proposed teacher education programme as per the NCTE norms. A separate letter be also written to the institution for submission of the FDR of Rs. 5.00 Lakh & Rs. 3.00 Lakh towards Endowment fund & Reserve fund which were returned to the institution as the recognition to B.Ed. was refused to the institution by the ERC and subsequently the Appellate Authority remanded back the case to the ERC.

(Private) (Calcutta University) Code No.APE01193 The Committee noted that no reply has been received in response to ERC Acceptance letter dt. 26.10.2009 and considered along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that the Visiting Team may be sent after receiving the consent of the institution for inspection of the infrastructure & instructional facilities provided for running the proposed teacher education programme as per the NCTE norms.

Code No. APE00805 The Committee noted that no reply has been received in response to ERC Acceptance letter dt. 24.10.2009 and considered along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that the Visiting Team may be sent after receiving the consent of the institution for inspection of the infrastructure & instructional facilities provided for running the proposed teacher education programme as per the NCTE norms. The Committee also noted that the Appellate Authority has allowed the appellant to submit corrected documents relating to land and building to the ERC.

(Private) (Kalyani University) Code No.APE00929 The Committee noted that Recognition order was issued to the institution as per the direction of the Appellate Authority.
ER – 102.4(I).11 Sree Sree Ramakrishna B.Ed. College, Nischintapur, Ps – Kulpi, Dist – 24 pargans (S), West Bengal – 743374 (B.Ed.) (Private) (University of Calcutta.) Code No.00749 The Committee considered the reply dt. 26.10.2009 received on 30.10.2009 in response to ERC Letter of Intent dt. 14.10.2009 along with relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that a Clarification letter may be issued to the institution giving 30 days time regarding Principal’s experience certificate with specific comments required on experience in recognized training college.

ER – 102.4(II).6 Bamonkhali Teachers Training College, Vill./PO- Bamon Khali, Dist.- South 24 Parganas, West Bengal- 743 373 (B.Ed.) Code No. APE01130 The Committee noted that the appeal was rejected and the ERC’s order dated 05.06.2009 was confirmed.
ER – 102.4(II).7 Swami Vivekananda B.Ed. Teacher Training College, Plot No. – Basudevpur-Bela, St. – Near Delhi More, Po/Dist – Darbhanga, Bihar - 846004 (B.Ed.) ( L.N.Mithila University) Code No. APE00958 The Committee noted that the appeal was rejected and the ERC’s order dated 15.05.2009 was confirmed.
ER – 102.4(II).8 Sree Agrasain College (B.Ed. Section), 5/2 A, Height Road, Po- Liliah D, Dist- Howrah, West Bengal – 711204 (B.Ed.) (Calcutta University) Code No. APE00808 The Committee noted that the appeal was rejected and the ERC’s order dated 18.05.2009 was confirmed.
ER –102.6(I) Pending Cases /Representation of the institutions after the letter of intent issued under Article 7(11) of old Regulations, 2005/ 7(9) of new Regulations, 2007.
ER –102.6(I).1 Vidyanagar Govt. Primary Teachers Training Institute, Vill.- Vidyanagar, Tehsil- Kalna, Dist – Burdwan, West Bengal- 741 302 (D.Ed) (Govt.) (West Bengal Board of Primary Education) Code No.APE01105 The Committee noted that no reply has been received in response to ERC Notice dt. 31.08.2009 and considered along with other relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Show Cause Notice may be issued to the institution giving 30 days time for the following deficiencies.
  1. Requisite number of teaching staff not appointed as per NCTE norms.
  2. As per VTR, one hall is under construction
  3. Library books is less as per norms
  4. As per VTR, Psychology Lab, ET Lab, Language Learning Lab is not available
  5. Registered and Certified copy of land documents not submitted
  6. Enclosure as per col.5 of affidavit not submitted.
  7. Certificate regarding course not being self finance not submitted.
ER –102.6(I).2 District Institute of Education & Training, Purulia, Vill – Tarangapur, Dist – Uttar Dinajpur, West Bengal – 733129 (D.Ed) (Govt.) (West Bengal Board of Primary Education) Code No.APE0 The Committee noted that no reply has been received in response to ERC Notice dt. 31.08.2009 and considered along with other relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Show Cause Notice may be issued to the institution giving 30 days time for the following deficiencies.
  1. 1. Requisite number of teaching staff not appointed as per NCTE norms.
  2. 2. No. of books in the library is not as per norms
ER –102.6(I).3 Bara Andulia Govt. Primary Teacher’s Training Institute, Vill/Po.- Bara Andulia, Dist.- Nadia, West Bengal- 741124(D.Ed) (Govt.) (West Bengal Board of Primary Education) Code No.APE01107 The Committee noted that no reply has been received in response to ERC Notice dt. 31.08.2009 and considered along with other relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Show Cause Notice may be issued to the institution giving 30 days time for the following deficiencies.
  1. 1. No reply in response to Notice received
  2. 2. The Principal & Teaching staff is not qualified as per the NCTE norms.
  3. 3. Furniture available is not adequate
  4. 4. Science lab. Facilities are not adequate
  5. 5. Psychology lab, ET lab and language learning lab not available
  6. 6. No. of books available in the Library Books is not as per norms
Further, the Committee decided that copy of the Notice may be endorsed to State Govt. Representative of West Bengal.
ER –102.6(I).4 District Institute Of Education and Training (DIET), SovaNagar, Vill/po-Sovanagar,Dist- Malda, West Bengal – 732209 (D.Ed) (Govt.) (West Bengal Board of Primary Education) Code No. APE01053 The Committee noted that no reply has been received in response to ERC Notice dt. 31.08.2009 and considered along with other relevant documents, NCTE Act, Regulations 2007 and guidelines of NCTE published from time to time and decided that Show Cause Notice may be issued to the institution giving 30 days time for the following deficiencies.
  1. 1. Requisite number of teaching staff not appointed as per NCTE norms.
  2. 2. No reply in response to ERC notice received
  3. 3. The institution does not have psychology lab as per norms
  4. 4. Built up area is 697 sq. mts. is less than requirement, as per norms.
