(iii)               The building plan / sketch plan has not been approved by the competent authority.  It has only been attested by the Jr. Engineer.

(iv)             Non-encumbrance certificate issued by the Revenue Authority not submitted.  With regard to issue to Non-encumbrance Certificate, the institution had submitted a representation. 

(v)               The plot Nos given in the affidavit submitted alongwith the application form does not match with the land documents and application form.  With regard to this deficiency, the instituton had stated that this was a typographical error and submitted an affidavit to this effect. 

(vi)              Total & built up area not mentioned in the building plan. 

(vii)            Building completion certificate with the plot no., Khaitan No., total area & built up area, plinth area from competent civil authority.

6.      In the affidavit on Rs. 100/- stamp pape, there is a discrepancy between the column 2.1 – Total Area & 2.3 Area in Sq. Mtrs.

7.      As per enclosure 5 of the Affidavit submitted, the Circle Officer had issued a certificate that the land is in the name of Sh. I. N. Pandey S/o Asharapli Pandey.

8.      The document as per Enclosure 5 of the Affidavit submitted by the institution are contradictory.

9.      Notarised copy of CLU not submitted.  In support the institution has submitted Land use Certificate, which has been notarized on 16.02.2010 i.e. after the last date of application.

4.      The building plan is approved in the name of individual.  In response to the deficiency of the building plan approved in the name of individual, the institution had submitted a reply.  The same building plan approved in the name of institution has been submitted with the reply which has been approved on 30^th October 09 i.e. after the date of application by the Block Development Officer. 

5.      As per the certificate issued on 30^th October 09, the two floors of the building were complete as on 30^th October 09 whereas the land documents registered on 26^th Oct 09 does not speak of the constructed building.

2.      As per the document, the built up area is 2505.22 sqm which is less than the required of 3500 sqm as per NCTE norms for the existing and proposed courses.  The institution is recognized for B.Ed course with an intake of 150 students.

3.    As per the photocopy of FDRs, one of the FDR No. 14353/233/05 renewed on 04.01.2006 of the Dhanbad Central Co-op Bank Ltd for 6 lacs, which is from co-operative bank is in joint operation with secretary and RD-ERC.  From the earlier file i.e. B.Ed course (APE00103), it is seen that this FDR is a renewal FDR for Rs. 5.00 lacs towards Endowment fund of the existing B.Ed course, which has been submitted by the institution only on 28^th Feb 2010 alongwith the Digitalised Self-Appraisal Report.  Hence, the FDR cannot be accepted and the institution is not having Reserve fund for the proposed course.

4.      In the application form, the institution has not mentioned the Khasra No, Plot No for the land where the college is being proposed.
