The Committee deliberated and considered the case in detail. The Committee decides that before taking final decision following documents/clarifications are required to be submitted by the institution :-

1. As per the NCTE Regulations 2009, Norms & Standards for diploma in Elementary Education programme (D.El.Ed) item 5(1) (a) relating to Infrastructure, the institution shall possess (2500 sq.mts) of an exclusive well demarcated land for the initial intake of 50 students out of which 1500 sq.mts. shall be built up area and the remaining space for lawns play field etc. The letter submitted by the Incharge, DIET, Malda, West Bengal that the total floor area is coming to 1137.16 sq.mts.which is not acceptable as per NCTE norms.

2. The institution is required to submit the present status of construction of requisite size of Multipurpose Hall having the required size i.e. 2000 sq.ft. as per the NCTE norms. It has also required to submit about the procurement of various laboratories, equipment and books of library.

3. A duly notarized copy of the Building Completion Certificate issued by the approved Engineer/Architect certified by the competent govt./local body authority (copy of the format is enclosed).

The institution shall submit the above details/ clarification alongwith all necessary documents accompanied with an Affidavit in support of reply of the above points.

Hence the ERC decides to seek above details/clarification under section 14(3) (b) of the NCTE Act on the above points and direct the institution to submit the reply as per provisions of the NCTE Act, Rules & Regulations within 21 days.

As this is the Govt. institution, the ERC also decides that a copy of the Show Cause Notice be also endorsed to Secretary Education, Deptt. of School Education, West Bengal for kind information and necessary action with copy of the letter of Incharge, DIET, Malda.

As regards negative recommendation of the State Govt., the ERC has taken a specific view that there is a shortage of the teachers training institutions in the State of Jharkhand as revealed in the Demand and Supply Estimates of School Teachers and Teacher Educators (2007-08 – 2016-17) prepared by the NCTE Hqrs. with data from the State Govt. itself. The general recommendation of the Govt. not to further grant recognition to teachers training institution in the State is, therefore, not acceptable at present.

The Committee deliberated and considered the case in detail. The Committee decides that Letter of Intent prior to recognition under Clause 7(9) of NCTE Regulations 2009 be issued.

1. Certificate from the competent Authority along with notary attested photograph that the building as shown in the photograph is exclusively meant for B.Ed. course along with in built area.

Matter of accommodating the admission of 277 candidates of self-financed B.Ed. colleges under University of North Bengal in the four NCTE approved Govt.-Aided B.Ed. colleges affiliated to the said university.

The Committee considered the complaints received from the Registrar, University of North Bengal against the following four B.Ed. Colleges:-

(i) Falakata B.Ed. College

(ii) Eastern Dooars B.Ed. College

(iii) Coochbehar B.Ed. Training College

(iv) Vidyasagar College of Education

The Committee strongly felt that the above institutions are not following NCTE Norms & Standards under clause 3(3) admission procedure, which clearly states that “Admission shall be made on merit on the basis of marks obtained in the qualifying examination and/or in the entrance examination or any other selection process as per the policy of the State Govt./ U.T. Administration and the University”.

In view of the above, the Committee decides that for the above violation by the institutions by disobeying the admission procedure of the university under clause 3(3) of NCTE Norms & Standards 2009, for B.Ed. programme, a Show Cause Notice under section 17 (1) of the NCTE Act be issued to the above four institutions under intimation to the concerned University.
