The 90th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was held on 31st OCTOBER & 1st NOVEMBER, 2008 at Conference Hall, ERC, NCTE, Bhubaneswar, Orissa.

ER – 90.1 Confirmation of the Proceedings of 89th ERC meeting held at Bhubaneswar on 27th September, 2008. The Committee confirmed the proceedings of 89th ERC meeting held at Bhubaneswar on 27th September, 2008.
ER–90.2 Action Taken Report on the decisions of the 89th ERC Meeting. Noted and the committee ratified the items of the proceedings where decisions have been changed.
ER-90.3 Policy matter/ Guidelines/Information received from NCTE Hqrs.
  1. Council’s letter D.O. No. 48-3(1)/2008/NCTE (N&S) October 03, 2008: Instruction not to form the Sub-Committees by the Regional Committee.







  2. Council’s letter F No. 49-27/NCTE (N&S) October 31, 2008: Regulating growth of Teacher Training Institution.

 


The Committee considered the Hqr letter dt. 03.10.2008 and accordingly constituted a sub-group comprising following ERC members:

ER–90.5 Representation of the institutions after the letters issued under Article 7(11) of old Regulations, 2005/ 7(9) of new Regulations, 2007.  
ER-90.6(I).1 District Institute of Education and Training (DIET), Baghmara, At – Bolsalgre, Po – Baghmara, Dist – South Garo Hills, Meghalaya – 794102, (ETT), (Govt., Directorate of Educational Research and Training (DERT), Govt. of Meghalaya) Code No.-APE00750 The Committee considered the reply received dt. 13.10.2008 in response to ERC Notice dt. 08.09.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and observed that reply from NCTE Hqrs. regarding relaxation of qualification teaching staff as asked by the institution is awaited. The committee decided to wait till a reply is received from Hqr. for consideration in the ERC meeting.
ER-90.6(I).2 Prabhat Kumar College, PS & PS-Contai, Dist – East Medinipur, West Bengal – 721 401 (B.Ed.) (Govt.-aided) (Vidyasagar University) Code No. APE00732. The Committee considered the reply dated 03.10.2008 in response to ERC Notice dated 08.09.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. The Head and in-charge of B.Ed. section should be appointed on full time regular basis instead of contractual basis.
  2. Consolidated list of joining details not submitted. (Teaching staff format to be enclosed)
  3. As per Bio data submitted earlier lecturers are appointed on contract basis which is not as per norms.
  4. Teachers to be appointed as per NCTE norms and supporting documents with individual affidavit to be submitted.
  5. Total area and Built up area is not mentioned in the Building Completion Certificate. Fresh B.C.C. from competent authority of State Govt. may be submitted.
  6. Built up area is not mentioned in the affidavit submitted along with letter dt. 24.05.2008 . Fresh affidavit in prescribed format indicating built up area to be submitted.
ER – 90.6(I).3 D.I.E.T., Nongston, Nongpynding, Po – Nongston, West Khasi Hills, Meghalay-793119 (Govt.) (Diploma in ETTC) (Directorate of Educational Research and Training), Code No. APE00693 The Committee noted that no reply to ERC notice dated 10.09.2008 received and considered the relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, and decided that recognition to ETE (D.Ed.) course of the institution be refused for the following reasons:
  1. No reply to ERC Notice dated 10.09.2008 received from the institution.
  2. There is no regular Principal. Regular Principal qualified as per NCTE norms not appointed.
  3. No teacher is qualified as per the NCTE New and Old norms.
  4. Downloaded copies from the website not submitted.
ER – 90.6(I).4 District Institute of Education and Training (DIET), Bolangir, Gandhi Nagar Para, Bolangir, Orissa - 767001 (Govt.) (Pre-School-Addl. Course) (Board of Secondary Education) Code No. APE00499 The Committee considered the reply dated 04.10.2008 in response to ERC letter of intent dated 08.09.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that permission to Pre-School-C.Ed course of the institution be refused for the following reasons:
  1. No supporting documents submitted along with reply dt. 04.10.2008 in response to letter of intent dt. 08.09.2008.
  2. Teachers are not qualified as per NCTE norms.
  3. The institution has not submitted Bio-data format of teaching staff with his/her testimonials.
  4. Downloaded copies of the teaching staff with photographs from the website has not submitted by the institution.
  5. As per the information website launched earlier is not valid. Website not launched.
 
ER – 90.6(I).5 Gobindapur Academic Primary Teacher’s Training Institute, At/PO – Gobindapur, Dist – Murshidabad, West Bengal – 742303, (PTT), (Private), (West Bengal Board of Primary Education ), Code No. APE00584 The Committee considered the reply received dated 24.09.2008 in response to ERC letter of intent dated 09.09.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. List of teaching staff countersigned by competent authority of affiliating Body to be submitted.
  2. Affidavit on Rs.10/- stamp paper by the individuals
  3. Website details along with the downloaded copies.
  4. Total area and Built up area not mentioned in the Building Plan.
  5. Building completion certificate from competent authority of State Govt. mentioning, Total area and Built up area etc.

ER – 90.6(I).6

Seva Bharati Mahavidyalaya, Po-Kapgari, Dist-Paschim Medinipur, West Bengal-721505, (Course – B.P.Ed.) (Vidyasagar University), Code No. APE00724.

 The Committee considered the reply received dated 01.10.2008 in response to ERC Notice 09.09.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. The translated version of deed submitted is not notarized.
  2. Built up area not mentioned in the building completion certificate. Plot no. not mentioned in Building Plan.
  3. Affidavit on Rs. 10/- stamp paper by individual teaching staff not submitted. Consolidated affidavit on Rs. 100/- stamp paper regarding teaching staff supporting documents not submitted.

ER – 90.6(I).7

 Department of Physical Education, Visva Bharati, PO – Santiniketan, Dist – Birbhum, West Bengal – 731 235, (M.P.Ed.), (Govt. aided) (Visva Bharati University) Code No.APE00842. The Committee considered the reply received dated 10.10.2008 in response to ERC letter of intent 10.09.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 15(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Letter to the state govt. has not been issued as per norms/ Regulation
  2. List for M.P.Ed. course countersigned is submitted. Required teaching staff is 1 professor + 2 readers + 3 lecturer. Separate list for B.P.Ed, not submitted.
  3. Affidavit on Rs. 10/- stamp paper by individual teaching staff not submitted. Consolidated affidavit on Rs. 100/- stamp paper regarding teaching staff with supporting documents not submitted.
  4. A per the list Professor does not possess qualification as per NCTE norms
  5. Affidavit regarding land in prescribed format indicating Built up area not submitted as per LOI.
  6. Certificate whether M.P.Ed. on self-financed basis is to be submitted.
Further, the Committee decided that the letter to the State Govt. fo its recommendation as required under NCTE Regulation may be send.

ER – 90.6(I).8

 Balurghat B.Ed. College, At-Mongalpur, Po-Balurghat, Dist-Dakshin Dinajpur, West Bengal-733101, (Private) (PTT) (West Bengal Board of Primary Education), Code No. APE00778. The Committee considered the reply dated 01.10.2008 in response to ERC letter of intent 10.09.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Letter to State Govt. as per regulation not sent
  2. Experience of Head is not clearly given (in Elementary Teacher Training Institute)
  3. Built up area is not mentioned in Building Completion Certificate and Building Plan.
Further, the Committee decided that the letter to the State Govt. fo its recommendation as required under NCTE Regulation may be send.

 Minerva Academy Primary Teacher Training Institute, PO-Amritakunda, Dist – Murshidabad, West Bengal – 742 136 (PTT) (West Bengal Board of Primary Education) (Private) Code No.APE00490 The Committee considered the reply received dated 22.08.2008 in response to ERC letter dated 01.08.2008 along with relevant documents available in institution file, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Built up area not mentioned in the Building Plan.
  2. Total area and Built up area not mentioned in the Building Completion Certificate.
