ER–91.5.1 Sree Agrasain College (B.Ed. Section), 5/2 A, Height Road, Po- Liliah D, Dist- Howrah, West Bengal - 711204 Course-B.Ed. (Private) Calcutta University Code No. APE00808 The Committee considered the Visiting Report dt. 06.11.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided to seek Clarification giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. As per the remarks of the VT Members 5th floor of the building is under construction.
  2. No of Books are less i.e. 2100
  3. As per affidavit and VT, Land is both on ownership and Lease basis which is not clear, plot given in 5/2 in affidavit
  4. As per para of the Affidavit the morning section of the said premises shall not be used for running any educational activity/institution other than the teacher education programme for which recognition is being sought which is not clear.
  5. As per the Affidavit, land registered on 27.03.2003 and 23.07.2003 where as lease deed submitted are executed on 17th May’2005. Further land area of the land is 957.2 Sq. Mtrs. Gift deed for same land registered 2003 submitted, This should be clarified
  6. The institution mentioned about university permission on Col 5 of the affidavit, needs clarification.

Intake) (Deptt. of University) (Kalyani University) Code No. APE00823   The Committee considered the Visiting Report dt. 04.11.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that letter of intent prior to Permission under Clause 7(9) of Regulations, 2007 may be issued giving 30 days time with a direction to the institution to comply the following deficiencies: The Plot No, Khasra No., Built up area are not given in Building Plan and Building Completion Certificate. The facilities of language learning is not available. Registered land documents not given as per Regulations. FDR of Rs. 5.00 lakh towards Endowment Fund from a nationalized bank not submitted or certificate that B.P.Ed. course is not running on self-financing basis.

ER–91.6(I).2 Union Christian Training College, P.O-Berhampore, Dist- Murshidabad, West Bengal-742101, (B.Ed-Addl. Intake) (Private aided) (Kalyani University), Code No.APE00840 The Committee considered the reply received dated 10.11.2008 in response to ERC Notice dated 18.10.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 15(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. 5 more teachers qualified as per NCTE norms are to be appointed and related documents to be furnished.(Format enclosed)
  2. Downloaded copies of list of teaching staff, Mandatory Disclosure format, Affidavits regarding teaching staff on Rs.100/- stamp paper and Rs.10/-stamp paper, affidavit on Rs.100/- stamp paper regarding land details are to be submitted.

Further, the Committee decided to verify the land documents from file and ask the institution to submit land document along with fresh affidavit regarding land details in prescribed format, if required.
ER–91.6(I).3 Derozio Primary Teacher’s Training Institute, Po- Karimpur, Dist- Nadia, West Bengal- 741152, ETE (D.Ed.), (Private), (West Bengal Board of Primary Education), Code No.APE00609 The Committee considered the reply received dated 03.12.2008 in response to ERC notice dated 20.10.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Principal is not qualified as only 2 years 2 months experience in PTTI as per experience certificate submitted.
  2. Requisite no. of teaching Staff are not qualified as per NCTE norms.
  3. Built up area/Plot no. are not mentioned in building plan.
  4. Built up area not mentioned in building Completion Certificate
  5. Plot no. in affidavit is 786, Hal 1731 & 1738; Plot No. in lease deed is 786, which needs clarification
ER-91.6(I).4 Dr. Ashutosh Das Memorial Primary Teachers Training Institute, Vill/PO – Khamarchandi, PS-Haripal, Dist- Hoogly, West Bengal-712405, (ETE-D.Ed.), Private, West Bengal Board of Primary Education, Code No.APE00623 The Committee considered the reply received dated 17.11.2008 in response to ERC Notice dated 20.10.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition order under Clause 7(11) of Regulations, 2007 for annual intake of 50 for ETE (D.Ed.), course from the session 2009-2010 may be issued after the institution submits Notarized English version of the registered land document given in affidavit.
ER–91.6(I).5 Alokekendra Samabay Primary Teacher’s Training Institute Po- Alokekendra, Ps – Debra, Dist – Paschim Medinipur, West Bengal – 721156, PTT (D.Ed.), (Private) (West Bengal Board of Primary Education), Code No.APE00630 The Committee noted that no reply received in response to ERC Notice dated 20.10.2008 and considered the relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. No reply to ERC Notice dated 20.10.2008 received.
  2. After submission of certificate it is found that Principal is not qualified.
  3. Only for teacher Mr. K. Sau is qualified. Four more teachers qualified as per NCTE Norms are to be appointed and related documents to be furnished.
  4. Downloaded copies of List of teaching staff, Mandatory Disclosure format, Affidavits regarding teaching staff on Rs. 100/-m stamp paper & Rs. 10 stamp paper, affidavit on Rs. 100/- stamp paper regarding land details are to be submitted.
  5. Built up area not mentioned in building plan.
ER–91.6(I).6 Ehiapur B.Ed. College, Vill & PO – Ehiapur, P.S. – Ketugram, Dist – Burdwan, West Bengal – 713 129 (B.Ed.) (Private)( University of Burdwan) Code No. APE00901 The Committee considered the reply dated 19.11.2008 in response to ERC Letter of Intent dated 20.10.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Website launched but downloaded copies not submitted.
  2. All the Plot no. mentioned in the affidavit are not mentioned in the land documents from the State Govt. report dated 16.10.2008.

  1. The institution has not submitted fresh affidavit, the same is to be submitted.
ER–91.6(I).8 Shivam Teacher’s Training College, Patna, Road No. – 4, Rajeev Nagar, PO – Kesri Nagar, Dist – Patna, Bihar – 800024 (B.Ed.) (Private) (Magadh University) Code No. APE00872 The Committee considered the replies received dated 04.11.2008 & 15.11.2008 in response to ERC Letter of intent dt. 18.10.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that to seek Clarification giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Plot No. not given in the Lease document. This should be clarified.
  2. Information & enclosures regarding Col. 5 of the affidavit not submitted.
  3. The institution submitted Approved Building Plan for Parwati Mahila Kalyan Samit. Therefore Approved Building Plan where the proposed B.Ed. Course will be opened with Plot No., Khata No., Khesera No. , built up area not submitted.
  4. The institution submitted Building Completion Certificate where built up area given appears to be tampered.
ER–91.6(I).9 Minerva Academy Primary Teacher Training Institute, PO-Amritakunda, Dist – Murshidabad, West Bengal – 742 136 (PTT) (West Bengal Board of Primary Education) (Private) Code No.APE00490 The Committee considered the reply received dated 11.12.2008 in response to ERC Notice dated 12.11.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition order under Clause 7(11) of Regulations, 2007 with annual intake of 50 for PTT (D.Ed.) course from the session 2009-2010 may be issued.
ER–91.6(I).10 Jamshedpur Women’s College, Bistupur, Jamshedpur, Dist – East- Singhbhum, Jharkhand - 831001 (M.Ed.- Addl. Course) (Private) (Constituent Unit of Ranchi University) (Ranchi) Code No. APE00509 The Committee considered the reply received dated 11.12.2008 with previous replies in response to ERC Letter of Intent dated 19.02.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that to seek Clarification giving 30 days time with a direction to the institution to submit the following:
  1. Total area of land of Women’s College. Copy of the sub-lease.
  2. Total Built up area of B.Ed., M.Ed. Course.
  3. Provision made for B.Ed. and specific Built up area for M.Ed.
ER–91.6(I).11 Bajali Teacher’s Training College, At- Pattacharkuchi, Barpeta, Assam – 781326 (B.Ed) (Private) (Guwahati University) Code No. APE00572 The Committee considered the reply received dated 19.11.2008 in response to ERC notice dated 21.10.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Second V.T. may be sent after the institution submits the following.
  1. The institution has not submitted re-inspection fee of Rs. 40,000/- as per Regulations.
  2. All the plot Nos. those mentioned in the application form, affidavit & Land Deed Document not mentioned in the Building Plan & Building Completion Certificate. This should be clarified with supporting documents i.e. application form, fresh affidavit, land document, building plan & building completion certificate.
  3. Mode of possession not clearly given in the affidavit. (Enclosures reg. Col. 5 of the affidavit not given). Fresh affidavit with complete information in prescribed format not submitted.
  4. The completion of extra built up area has to be inspected by the Visiting Team.
  5. Website is not opening, which is to be launched as per Regulations.
ER–91.6(I).12 Balurghat B.Ed. College, At-Mongalpur, Po-Balurghat, Dist-Dakshin Dinajpur, West Bengal-733101, (Private) (PTT) (West Bengal Board of Primary Education), Code No. APE00778. Deferred to the next Meeting.
ER–91.6(I).13 Panchanani Nandi Memorial Primary Teachers’ Training Institute, Vill/Po/Ps-Namkhana, Sub-Div-Kakdwip, Dist-South 24 Parganas, West Bengal-743357, (Course –PTT) (West Bengal Board of Primary Education), Code No. APE00597. The Committee considered the reply received dated 11.12.2008 in response to ERC Notice dated 14.11.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Since one more teacher is appointed, a fresh affidavit regarding selection committee not submitted.
  2. Consolidated list of teaching staff is not submitted. (Format to be enclosed)
ER–91.6(I).14 Sree Sree Ramakrishna B.Ed. College, Nischintapur, PS-Kulpl, Dist – 24 Parganas, West Bengal – 743 374 (B.Ed.) (Private) (University of Calcutta) Code No. APE00749 The Committee considered the reply received dated 10.11.2008 in response to ERC Notice dated 20.10.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that to seek Clarification giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Experience certificate of Principal giving consolidated information has not been submitted.
  2. As per Building Completion Certificate building is way of construction. One plot no. not given as given in the affidavit & land document.
  3. As per affidavit notarized dt. 03.12.2007 the built up area is 1621 Sq.mt. which is the improvement of Built –up area as given in the affidavit notarized dt. 18.12.2006 i.e. 1216.44 Sq.mt. which is to be inspected by another visiting team.
  4. The institution has not submitted Rs. 40000/- towards re-inspection fee as asked vide ERC Notice dt. 16.11.2007.
  5. Information regarding Col. 5 of the affidavit, the institution given the ERC letter No. and date. Fresh affidavit giving clear relevant information in prescribed format should be submitted.
  6. Affidavit on Rs. 10/- and Rs. 100/- earlier submitted by institution not in format. Fresh affidavit on Rs.100/- stamp paper regarding teaching staff by the management and affidavit on Rs.10/- stamp paper by individual teaching staff in prescribed format should be submitted.
Further, the Committee decided that copy of the Notice may be endorsed to State Govt. Representative of West Bengal.
ER–91.6(I).15 St. Xavier’s College of Education, Vill- Makhdmpur, Po- Digha Ghat, Ps- Digha, Dist- Patna, Bihar - 800011 (M.Ed-Additional Course) (Magadh University) Code No. APE00870 The Committee considered the replies received dated 24.11.2008 & 01.12.2008 in response to ERC Notice dated 07.11.2008, along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, and decided that Reminder letter may be issued giving 30 days time with a direction to the institution to comply the following deficiencies: Qualifications of Lecturer at Sl. No. 6 is not clear. As per the remarks, the person submitted Ph.D. thesis. As per the letter she is appointed temporarily. Building Completion Certificate with Plot No., Khata No., Khesea No., built up area not given.
ER-91.6(II) Representation of the institutions in response to show cause notice  
ER–91.6(II).1 Uttar Dinajpur Primary Teacher Training Institute, Vill – Halalpur, PO-Punia, P.S.-Raiganj, Dist – Uttar Dinajpur, West Bengal – 733 156 (PTT) (Private)( West Bengal Board of Primary Education) Code No. APE0076 The Committee considered the reply dated 30.10.2008 in response to ERC Notice dated 20.10.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, and decided that Notice u/s 7(12) of Regulations, 2007 may be issued giving 30 days time for conducting 3rd inspection with a direction to the institution to comply the following deficiencies:
  1. Individual bio-data of teaching staff submitted is not in prescribed format.
  2. Building completion certificate submitted by Sub Asst. Engineer (BPC), Raiganj Dev. Block, but not clear whether from competent authority.
  3. The institution has not fulfilled the deficiencies mentioned in 89th ERC Notice dt. 20.10.2008 (Copy to be enclosed)
Further, the institution is required to deposit Rs.40,000/- processing fee towards 3rd inspection of the institution as per NCTE Regulations.
