ER–92.5.1 Radha Govind Teacher’s Training (M.Ed.) College, Behind Ramgarh College, Ramgarh Cantt. Dist – Hazaribagh, Jharkhand – 829122 (Course- M.Ed.-Addl. Course), (Private), (Vinoba Bhave University, Hazaribagh), (Code No-APE00794) The Committee considered the 2nd Visiting Report dt. 16.12.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that letter of intent prior to Permission under Clause 7(9) of Regulations, 2007 may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:

ER–92.5.2 Jharkhand Teachers Training College, Rajgaria Road, Near Mahadeo Modi Mandir, Jhumritelaiya, Dist – Koderma, Jharkhand - 825409 (Private) (B.Ed.) (Vinoba Bhave University, Hazaribag) (Code No. APE00746) The Committee considered the Visiting Report dt. 15.12.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and noted that a complaint regarding land of institution has been received in ERC office from NCTE Hqrs. The Committee decided to inform/ remind the State Govt. to submit a report after enquiry. Further, the Committee decided to wait till a report from the State Govt. is received on the above matter. A letter may be sent to NCTE Hqrs. for appraisal of Chairperson, NCTE.

In the meantime, Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:

  1. The list is not countersigned by competent authority of affiliating body.
  2. Certificates of Teachers & Bio-data not enclosed. The institution is required to submit these documents.
ER–92.5.3 Renuka Primary Teachers Training Institute, Vill – Makarda, PO-Aknageria, P.S.-Pingla, Dist – Paschim Medinipur, West Bengal – 721 140 (PTT.) (Private) (West Bengal Board of Primary Education) Code No. APE00607. The Committee considered the 2nd Visiting Report dt. 26.12.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that letter of intent prior to Recognition under Clause 7(9) of Regulations, 2007 may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Total area and Built up area are not given in Building Plan and in the Building Completion Certificate.
  2. Documents as per ERC letter dt. 12.12.2008 i.e. copy of approved building plan and building completion certificate mentioning the total area and built up area and plot no. etc. from the competent authority not given

ER–92.5.4 Elite B.Ed. College, Vill – Chotokheduria, PO– Adconagar, Plot No. A, City – Saptagram, Dist – Hooghly, West Bengal – 712 141, (Course –B.Ed.) (University of Calcutta), Code No. APE00879. The Committee considered the Visiting Report dt. 24.12.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. As per the state govt. letter dt. 18.09.2008, before grant of Recognition, the NCTE should grant recognition after being satisfied itself that the proposed college fulfilled all the eligibility criteria including right and title of the land.
  2. The institution has submitted list of teaching staff (photocopy) Date of Appointment not given in the list (not of now) written against the column.
  3. Requisite no. of teaching staff do not possess qualification as per the list.
  4. Total land area is 63 Satak, which is not given in Sq. mtr. by the institution.
  5. Approved Building plan is not countersigned by Engineer
  6. Enclosures of Col. 5 of the affidavit is not submitted.
ER–92.5.5 Indra Singh B.Ed. Teacher Training College, Vill – Bishunpur, Po – Garhwa, Plot No. – 66, Tehsil – Garhwa, City – Garhwa, Dist – Garhwa, Jharkhand - 822101 (Private) (B.Ed.) (Ranchi University) Code No. APE00911 The Committee considered the Visiting Report dt. 04.11.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that letter of intent prior to Recognition under Clause 7(9) of Regulations, 2007 may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. The copy of MA mark sheet copy of Principal is not attached. The Experience 5 years in B.Ed. College, is not there, hence not qualified as per NCTE rule.
  2. Copy of the certificates in respect of Seven Teachers are not attached.
  3. List of teaching staff is not countersigned by competent authority of affiliating body. Affidavit in original not submitted.

ER–92.5.6 Gautam Budha Teacher’s Training College, At- Sureshnagar, Po- Karai Persarai, Dist- Nalanda, Bihar – 801304 (ETT) (Bihar School Exam Board) Code No. APE00847 The Committee considered the Visiting Report dt. 27.12.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Land document not in favour of Institution/Trust.
  2. Facilities of language learning are not available.
  3. Playground were not prepared where on land is available.
  4. Approving authority of Building Plan & Building Completion Certificate are not same.
  5. List of teaching staff submitted not in prescribed format.
  6. The institution submitted Rs. 100/- and Rs. 10/- affidavit regarding teaching staff which is required after Letter of intent u/s 7(9) of Regulations 2007. However as per the information given, no one is qualified.
  7. Website is not functioning.
ER–92.5.7 Bhagawan Budh Primary Teacher’s Education College, Vill/Po. – Bajrahian, Ps – Gautam Budh Nagar, Via – Maharaj Ganj, Dist – Siwan, Bihar – 841238 (BTC) (Private), (Bihar School Examination Board, Patna). Code No. APE00821 The Committee considered the matter and noted that recognition of BTC (D.Ed.) of the institution was refused vide ERC order No. 10728 dtd. 10.04.2008 as per the decision of the 85th ERC Meeting. The NCTE Hqrs. vide Order No. 85641 dt. 14.10.2008 remanded the case back to ERC for re-inspection of the institution.

In view of above, the institution was re- inspected on 29.12.2008. The Committee considered the VTR dt. 29.12.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. English version of Land document submitted by the institution not notarized. Land documents are also not clear & legible. Further as per the English version of Deed, (Gift Deed) is executed in favour of Governor of Bihar for Institution which is not clear. As per VT & affidavit remarks the land is in favour of Society.
  2. Science Lab. & Psychology Lab. not available.
  3. Facilities of language learning are not available.
  4. Approving authority of Line Plan & Building Completion Certificate are not same.
  5. Building Completion Certificate with total area, built up area, plot No., Khata No., Khesera No. from the competent State Govt. Authority countersigned by Engineer not submitted.
  6. Line plan submitted by the institution. Building Plan with total area, built up area, plot No., Khata No., Khesera No. from the competent State Govt. Authority not submitted.
  7. List of teaching staff submitted not in prescribed format.
  8. As per VT Reserve Fund not available but institution has submitted a photocopy of FDR vide its letter dtd. 01.01.2009.
  9. In place of cassette received, CD has to be sent to the ERC.
ER–92.5.8 Jiaganj Institute of Education & Training (J.I.E.T), PO – Jiaganj, Dist – Murshidabad, West Bengal – 742 123, (B.Ed.), (Private) (University of Kalyani) (Code No. APE00955) The Committee considered the Visiting Report dt. 19.01.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. The total area and built up area has not mentioned in the building plan. All the plot given in affidavit not given in building plan and completion certificate
  2. The list of teaching staff submitted by the institution not singed by the competent authority of affiliating body.
  3. Reference books and educational journals are not adequate and the institution should enrich the library and the reading room in the library should be more systematized.
  4. Language learning laboratory needs improvement as per VT.
  5. As per letter dt 27.10.2008 original document submitted; certified copy of land document given but stamp not affixed on every page.
ER–92.5.9 Tarapith College of B.Ed., Street No. Basic More Road, Vill – Bejuri, PO – Tarapith, Dist – Birbhum, West Bengal – 731233 (Course –B.Ed.) (Private) (University of Burdwan), Code No. APE00932. The Committee considered the Visiting Report dt. 17.01.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. As per list submitted two teachers qualified as per NCTE norms need to be appointed.
  2. Affidavit not in prescribed format. Date of Registering Authority and permission regarding land is not given.
  3. Total area not given in Building plan and also total area and built up area not given in Building completion certificate.
  4. As per the affidavit the college is in possession of land on ownership basis through a sale deed. Certified copy of the sale deed not submitted.
ER–92.6(I) Representation of the institutions after the letter of intent issued under Article 7(11) of old Regulations, 2005/ 7(9) of new Regulations, 2007
ER–92.6(I).1 Agragati Primary Teachers Training Institute, Vill/PO – Rashpur, PS – Amta, Dist – Howrah, West Bengal - 711401 (ETE) (Private) (West Bengal Board of Education) Code No.APE00654 The Committee considered reply dated 27.10.2008 in response to ERC Notice dt. 11.08.2008 & reply dt. 15.12.2008 in response to ERC Notice dated 20.11.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to ETE (D.Ed.) course of the institution be refused for the following reasons:
  1. The institution not mentioned total area and built up area in the completion certificate
  2. List of teaching staff not countersigned by competent authority of the affiliating body. As per the list no one possesses qualification as per norms.
  3. Affidavit regarding land submitted instead of notarized land deed (translated version).
  4. Building plan given but Plot No., Total area and built up area not mentioned. It is signed by the Engineer, Block not countersigned by Pradhan.
ER–92.6(I).2 Prabhat Kumar College, PS & PS-Contai, Dist – East Medinipur, West Bengal – 721 401 (B.Ed.) (Govt.-aided) (Vidyasagar University) Code No. APE00732. The Committee considered the reply received dated 31.12.2008 in response to ERC Notice dated 17.11.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, and decided that Notice u/s 7(12) of Regulations, 2007 may be issued giving 30 days time for conducting 2nd inspection with a direction to the institution to comply the following deficiencies:
  1. As per Col. 2(3) of the affidavit submitted land is registered in office of BLRO. But date of Registration not given. Mode of Possession not clearly given in affidavit.
  2. As per the affidavit submitted earlier given by the institution, the same land is registered in the office of Contai Municipality dt. 13.03.2008 is not clear. Plot No. mentioned in the affidavit is not given in the Land documents.
  3. At the time of inspection (Dt. 07.03.2007) /affidavit submitted on 28.03.2007, the built up area was 566 Sq. Mtrs. which is less than required. Extension of building reported after VT.
  4. The date of approval of building plan is after the date of inspection
  5. Clear information regarding the Experience of the Head in a teacher training institution at Secondary level not given.
  6. Fresh affidavit on Rs.100/- stamp paper regarding selection committee for appointment of teaching staff not submitted.
Further, the institution is required to deposit Rs.40,000/- processing fee towards 2nd inspection of the institution as per NCTE Regulations.
ER–92.6(I).3 Balurghat B.Ed. College, At-Mongalpur, Po-Balurghat, Dist-Dakshin Dinajpur, West Bengal-733101, (Private) (PTT) (West Bengal Board of Primary Education), Code No. APE00778. The Committee considered the reply received dated 11.12.2008 in response to ERC Notice dated 14.11.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 15(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Certificate from the District Inspector of Schools regarding experience submitted instead of experience certificate from institutions concerned in respect of the principal.
  2. Plot no.s mentioned in the building completion certificate and the building plan do not tally with those in the affidavit and land documents. Clariifcation with supporting documents may be submitted.
Further, the Committee noted that letter to the State Govt. not issued earlier may be issued as per Regulations.
ER–92.6(I).4 Gobindapur Academic Primary Teacher’s Training Institute, At/PO – Gobindapur, Dist – Murshidabad, West Bengal – 742303, (PTT), (Private), (West Bengal Board of Primary Education), Code No. APE00584 The Committee considered the reply received dated 19.12.2008 in response to ERC Notice dated 21.11.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. Building completion certificate submitted is not countersigned by the engineer of the State Govt.
  2. The total area and built up area mentioned in the affidavit do not tally with the building completion certificate and building plan. Clarification with supporting documents may be submitted.
ER–92.6(I).5 Seva Bharati Mahavidyalaya, Po-Kapgari, Dist-Paschim Medinipur, West Bengal-721505, (Private-Aided) (Course – B.P.Ed.) (Vidyasagar University), Code No. APE00724. The Committee considered the reply received dated 31.12.2008 in response to ERC Notice dated 20.11.2008, noted that reply to letter of consent before re-inspection dt. 20.10.2008 awaited from the institution and considered the relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time, and decided that Notice u/s 14(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. As per the land documents, it is found that the institution has 4 acres of land. However, as per the NCTE norms (old) the institution should have 5 acres of land and as per new norms the institution should have 8 acres of land.
  2. Site Plan for the institution approved by Sub Asstt.-Engineer, Ismbani Block
  3. Copy of approved building plan mentioning the plot no., total area, built up area etc. where the proposed institution is constructed from competent authority not submitted.
  4. Built up area not mentioned in the affidavit.
  5. Website not launched as per Regulations.
Further, the Committee noted that Clarification regarding MPE degree is awaited from NCTE Hqrs and decided that a reminder may be sent to NCTE Hqrs.
ER–92.6(I).6 Chittaranjan Smriti Primary Teachers Training Institute. Vill – Uttar Goalpara, Po – Lahanda, Ps – Raiganj, Dist – Uttar Dinajpur, West Bengal - 733134 , (Course- PTT), (Private), (West Bengal Board of Primary Education), (Code No-APE00760) The Committee noted that notice dt. 21.11.2008 returned undelivered on 11.12.2008 and no reply received in response to ERC Notice dated 21.11.2008 and considered the relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to PTT (D.Ed.) course of the institution be refused for the following reasons:
  1. No reply in response to ERC notice dated 21.11.2008 received
  2. The notice dated 21.11.2008 which was sent to the institution was returned undelivered.
  3. List of teaching staff is not countersigned by the affiliating body.
  4. Building completion certificate mentioning the built up area and total area not submitted.
  5. Total area and built up area not mentioned in the Building plan and not approved by the competent authority.
  6. As per deed of lease submitted, land is on lease basis. As per translated version of land documents, land is on ownership basis.
  7. Required No. of teachers qualified as per NCTE norms not appointed.
  8. Principal does not posses qualification.
ER–92.6(I).7 Majhihira Ashram Primary Teachers’ Training Institute, PO – Majhihira, Dist – Purulia, West Bengal – 723 128 (PTT) (Private) (West Bengal Board of Primary Education) Code No. APE00598. The Committee considered reply received dated 12.12.2008 in response to ERC Notice dated 20.11.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to PTT (D.Ed.) course of the institution be refused for the following reasons:
  1. List of teaching staff not countersigned by affiliating body.
  2. Affidavit on Rs. 100/- and Rs. 10/-(individual) stamp paper regarding selection committee and teaching staff not submitted with supporting documents/enclosures i.e. educational qualification/ experience certificate.
  3. Retired person appointed as Principal. There is no provision of appointing Retd. Person in D.Ed. norms. Regarding staff qualification as per NCTE norms not appointed. No supporting documents, certificates submitted.
  4. Area earmarked for the PTT course is not mentioned in Building Plan and building completion certificate. Fresh building plan and building completion certificate indicating plot no. total area and built up area etc. from the competent authority not submitted.
  5. Total area and built up area not mentioned in building plan and completion certificate.
ER–92.6(I).8 Prof. P.K. Sen Primary Teacher Training Institute, Vill/PO – Kapgari, Sub-Division – Jhargram, Dist – Paschim Medinipur, West Bengal – 721 505 (PTT) (Private-Unaided) (West Bengal Board of Primary Education) Code No. APE00629. The Committee considered reply received dated 14.12.2008 in response to ERC Notice dated 14.11.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to PTT (D.Ed.) course of the institution be refused for the following reasons:
  1. List of Teaching Staff in prescribed format duly countersigned by the affiliating body not submitted. No supporting documents submitted with list. However, as per list submitted no teacher possesses qualification as per NCTE norms.
  2. Affidavit/Downloaded copies as per Letter of Intent not given.
  3. Copy of approved building plan does not reflect the total area and built up area.
  4. Building completion certificate mentioning the plot no., total area and built area from the competent authority not submitted.
  5. Notarized copy of English version of land documents not submitted. In the abstract copy of deed submitted the plot no. do not tally with that given in the affidavit.
  6. Built up area is not mentioned in the affidavit.
  7. English version of land document submitted is not notarized.
ER–92.6(I).9 Sattar Memorial College of Education, Vill – Isapur, Hazi Harman Road, Po/Ps – Phulwarisarif, Dist – Patna, Bihar – 801505 (B.Ed.) (Private) (Magadh University) Code No. APE00881 The Committee considered the reply received dated 15.01.2009 in response to ERC Notice dated 20.10.2008 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition order under Clause 7(11) of Regulations, 2007 for annual intake of 100 for B.Ed., course from the session 2009-2010 may be issued subject to opening of website which is not functional due to non-payment. The website may be made operational with intimation to this office.
ER–92.6(I).10 Department of Physical Education, Visva Bharati, PO – Santiniketan, Dist – Birbhum, West Bengal – 731 235, (M.P.Ed.- Addl. Course), (University Deptt.) (Visva Bharati) Code No.APE00842. The Committee noted that no reply received in response to ERC Notice dated 25.11.2008 and considered the relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Notice u/s 15(3)(b) may be issued giving 30 days time with a direction to the institution to comply the following deficiencies:
  1. No reply to ERC Notice dtd. 25.11.2008 received.
  2. List for M.P.Ed. course countersigned is submitted. Required teaching staff is 1 professor + 2 readers + 3 lecturers. Separate list for B.P.Ed, not submitted.
  3. Affidavit on Rs. 10/- stamp paper by individual teaching staff not submitted. Consolidated affidavit on Rs. 100/- stamp paper regarding teaching staff with supporting documents not submitted.
