The 99th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was held on 26th – 28th July, 2009 at Conference Hall, ERC, NCTE, Bhubaneswar, Orissa.

The Sub-Group of the Eastern Regional Committee perused & considered all the cases and as per the recommendations made by the Sub-Group, the Eastern Regional Committee considered & decided the following matters/cases as per the proceeding noted below:-

ER – 99.4(I).1 Sister Nivedita Primary Teacher’s Training institute, Vill- Bareriya, Po-Pathardih, Bagmundi, Dist- Purulia, West Bengal-723152 (PTT) (Private-Unaided) Code No. APE00601 The Committee noted that No reply received in response to Notice dt. 18.07.2009. However the institution has submitted its reply dt.13.07.2009 received in ERC dt.20.07.2009. The Committee considered the relevant documents , NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to P.T.T. course of the institution be refused u/s 14 (3) (b) for the following reasons:
  1. Principal and teaching staff not qualified as per the NCTE Norms. The institution is required to appoint requisite no. of teaching staff as per the NCTE norms and submit the required affidavits as per the prescribed format.
  2. The downloaded copies of the website covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs not submitted.
ER – 99.4(I).2 Panagarh Primary Teachers Training Institute, Vill – Panagarh, Po – Panagarh Bazar, Dist – Burdwan, West Bengal – 713148 (PTT) (Private) (Code No.APE00617) The Committee noted that no reply received in response to Notice dt. 30.06.2009. The Committee considered the other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to P.T.T course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. The Principal of the institution i.e. Sri Premananda Paul appointed another two college i.e. Bhagabati Devi Primary Teachers Training Institute & Jianganj Institution of Education & Training. Experience certificate submitted at is Regional Secondary Training School which is not clear.
  2. Requisite numbers of teaching staff possessing qualification as per NCTE norms have not been appointed.
  3. The institution has submitted photocopies of the documents instead of downloaded copies of website displaying an affidavit in the prescribed form duly attested by Oath Commissioner/Notary Public as per clause 8(8) and 8(9) of the NCTE Rules & Regulations along with the copy of an affidavits on Rs. 100/- Non-Judicial stamp paper from the institution to the effect that it has appointed staff on the recommendations of the selection Committee duly constituted as per the policy of the State Govt./Central Govt./University/UGC or the concerned affiliating body and separate staff statement on an affidavit on Rs. 10/- Non-Judicial stamp paper as per the prescribed format with the details etc. as per NCTE rules & regulations)
ER – 99.4(I).3 Institute of Educational Research & Studies Primary Teacher’s Training Institute, 6/1, Swinhoe Street, Dist.- Kolkata, West Bengal –700019 (PTT) (Private) (West Bengal Board of Primary Education) Code No.APE00648 The Committee considered the reply dtd. 09.07.2009 received in ERC office on 15.07.2009 in response to ERC Notice dated 30.06.2009 along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to P.T.T course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. The institution has not submitted the list of teaching/non teaching staff as per the prescribed formats of Affidavits. It has also been noted that as per the documents submitted by the institution regarding staff the teaching staff do not possess qualifications as per the NCTE norms.
  2. Downloaded copies of website as per letter dtd. 05.06.2009 not submitted by the institution
ER – 99.4(I).4 Sunderwati Mahila Mahavidyalaya, Vill – Bhagalpur sadar, Po – Head Post Office, City/Dist – Bhagalpur, Bihar – 812001 (B.Ed.) (Private) (T.M.Bhagalpur University) Code No. APE00951 The Committee noted the Appeal Committee remanded back the cases to the ERC for inspection vide its order No. F.No.89-97/2009-Appeal 96438 dated 11.6.2009. The Committee decided that Visiting Team may be sent immediately. The Committee also decided that a clarification may also be obtained from the NCTE Hqrs. with regard to the applicability of the session for all the cases remanded back by the Appellate Authority. Simultaneously the ERC implement the decision of the Appellate Authority as per the case remanded back.
ER – 99.4(I).5 St. Xavier’s College of Educatio, Vill – makhdmpur, Po – Digha Ghat, Ps – Digha, Dist – Patna, Bihar – 800011 (ETE) (Private) (Bihar School Examination Board) Code No. APE00952 The Committee noted the order dt. 21.5.2009 of Appellate Authority where by the Council remanded back the case to the ERC for inspection of the institution immediately and there after to issue orders accordingly. The Committee also noted that as per the NCTE Regulation 8(2) “In the first instance, an institution shall be considered for grant of recognition for only one course for the basic unit as prescribed in the norms & standards for the particular teacher education programme. An institution can apply for one basic unit of an additional course from the subsequent academic session. However, application for not more than one additional course can be made in a year”

The institution recognized for B.Ed. Course. Order for recognition for M.Ed course has been issued vide order No. ERC/7-92.6(1).11/2009/16280 for the session 2009-2010. As per regulation application for not more than one addition course can be made in a year. As per the instruction of the NCTE Hqs. also only one application was to be processed at a time. Therefore, the Committee after perusal of the original file of the institution, order of the Appellate Authority, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to P.T.T (D.Ed) course of the institution be refused u/s 15 (3) (b) on the above gounds. However the Committee also decided that the matter may also informed to the NCTE Hqrs.
ER – 99.4(I).6 Kandi Primary Teacher’s Training Institute, Vill/Po.- Rasorah, Ps.- Kandi, Dist.- Murshidabad, West Bengal- 742 137 (P.T.T.) (D.Ed) (West Bengal Board of Primary Education) Code No.APE00730 The Committee considered the reply dtd. 22.07.2009 received in ERC office on dt.23.07.2009 in response to ERC Notice dated 18.07.2009, along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that Order under Clause 7(11) of Regulations, 2007 for annual intake of 50 for P.T.T Course from the session 2009-2010 after verification of the Website of the institution.

 Vidyasagar Primary Teachers’ Training Institute, Vill –Dhamait, Po-Amdan, PS-Panskura, Dist-Purba Medinipur, West Bengal – 721 131(PTT) (Private) (West Bengal Board of Primary Education) Code No.APE00647 The Committee noted that no reply has been received in ERC office in response to ERC Notice dated 18.07.2009. The Committee considered other relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to P.T.T. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. No reply in response to ERC notice dated 18.07.2009
  2. List of teaching staff not submitted by the institution in prescribed format. The institution is required to submit details of appointment requisite no. of teaching staff as per the NCTE norms and submit the required affidavits as per the prescribed format.
  3. The downloaded copies of the website covering, inter alia, the details of the institution, its location, name of the course applied for with intake, availability of physical infrastructure (land, building, office, classrooms, and other facilities/amenities), instructional facilities (laboratory, library etc.) and the particulars of their proposed teaching and non-teaching staff etc. with photographs not submitted.

 Iswer Primary Teachers’ Training Institute, PO – Cossimbazar Raj, PS – Berhampore, Dist – Murshidabad, West Bengal – 742 102 (D.Ed.) (Private) (West Bengal Board of Primary Education) Code No.APE00625 The Committee noted that no reply has been received in response to ERC Notice dated 19.05.2009 and considered the other relevant documents, order of the Appellate Authority dated 19.12.2008 whereby the case remanded back the case to the ERC for re-inspection of the institution after the fees of Rs.40,000/- was remitted by the institution to ascertain availability of infrastructure, instructional and other facilities to become eligible for recognition by the NCTE, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to D.Ed. course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. Built up area mentioned in the affidavit is less than the requirement as per the NCTE norms
  2. DD of Rs. 40,000/- towards re-inspection fee has not been submitted by the institution.
  3. Principal & teaching staff are not qualified as per the NCTE norms.

(D.Ed.) course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. (i) Teaching staff are not qualified as per the NCTE norms.
ER – 99.4(I).12 Sonargaon Vivekananda Institute for Primary Teachers’ Training Institute, Teghoria, NARENDRAPUR, Stn. Road, PO – R.K. Pally, PS – Sonarpur, Dist- Kolkata, West Bengal- 700 150 (E.T.E.) (D.Ed.) (Private) (West Bengal Board of Primary Education) Code No.APE00655 The Committee noted that no reply has been received in ERC office in response to ERC Notice dated 18.07.2009.   1. The teaching staff appointed are not qualified as per the NCTE norms.
  2. The Plot No. mentioned in the land document submitted by the institution is different from the plot number mentioned in the building plan and building completion certificate.
  3. ER – 99.4(I).13 Mekhliganj Netaji Primary Teachers’ Training Institute, PO/PS – Mekhliganj, Dist – Cooch Behar, West Bengal - 735304 (E.T.E.) (D.Ed.) (Private) (West Bengal Board of Primary Education) Code APE00773 The Committee noted that no reply has been received in response to ERC consent/clarification letter dt.12.12.2008 & reminder letter dt.09.05.2009 and considered along with relevant documents, order of the Appellate Authority, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to P.T.T (D.Ed.) course of the institution be refused u/s 14 (3) (b) for the following reason:
  1. The institution not submitted reply to the ERC letter dt.12.12.2008 and 9.5.2009 whereby the consent of the institution was asked for sending the Visiting Team.

(i) Built up area cannot be determined. The institution has not submitted the Building Completion Certificate.

(Private) (University of Burdwan) Code No.APE00887 The Committee noted that no reply has been received in response to ERC Notice dated 30.06.2009 and decided along with relevant documents, NCTE Act, Regulations and guidelines of NCTE published from time to time and decided that recognition to B.Ed. course of the institution be refused u/s 14 (3) (b) for the following reasons:-
  1. The institution has not appointed teaching/non teaching staff as per the NCTE norms. As per the documents submitted by the institution, the institution has only identified the Teachers and as per the list teaching staff submitted have been identified. Teaching staff is yet to be appointed.
  2. The institution has not submitted the downloaded copies of affidavit of Rs. 100/- reg. Land & building, and Rs.100 Affidavit from the Management regarding selection of staff, Rs. 10/- reg. Individual teaching staff as per the NCTE norms.
